Hair that has been over processed, dyed, and damaged. Lots of SPLIT ENDS NO SHEEN AND APPEARS TO BE ROUGH ON THE SURFACE.

Usually people who overbleach or perm thier hair get that "frayed" look. pretty much just very dry dull and frizzy looking and they usually have a lot of split ends. Look at some pictures of Courntey Love during her heavy heroin days, her hair was about as fried has her brain.
